To answer your question, YES it does help small business owners and webmasters to learn and do it themselves on a small budget. My personal opinion is that they do both, 50% relying on themselves and 50% outsourcing. However, there are pros and cons.
Pros of doing it themselves:
- They cut the cost of hiring someone which usually is quite expensive and sometimes or most often they do not get the results that they want
- They get to learn Webdesign/SEO/SEM themselves and in future, they will become good at it and know what to do. And if there's any critical problems that needed immediate attention, they can fix it right away instead of relying on someone to do it (who either not available at the time or can't be contacted).
- By learning on their own, they know what works and what doesn't and not just hearsay from highly paid "experts" which some of them don't know what they are doing but charges people an exorbitant fee (I know of a friend who paid $4,500 just for a web site design, domain and hosting only. No SEO nor submission to search engines..geezzz!).
Cons of doing it themselves:
- Wasting time that money can't buy. Unless they have lots of time to spare and don't mind it, learning on their own REALLY takes up a LOT of time.
- If they don't have at least some basic knowledge of web design and what they are planning to do, their website will turn out to be unprofessional and it's hurt their credibility and image. Imagine this...if they are offering web design services and their own website designs sucks, do you think that they will get sales?
Basically, they have to know where their strength lies and outsource what they are weak at... which is where you come in. :)
As there are many sites out there that's providing such services similar to yours, you really have to advertise your services aggressively! Spend some money on PPC and Press Releases. Submit articles to EzineArticles and GoArticles. Put your signature on related forums. Create a Blog. Post webdesign tutorials videos in GoogleVideo and YouTube. Use the pros and cons that I've just mention as part of your sales letter, it might help.

Most small businesses don't have a clue about SEO, let alone web design. They think if they have a website customers will come. They need to learn how to optimize the pages and build inbound links to the website.
Most of the directories online charge a one time fee to review your site and add it to their index. Here are three of my favorites:
