Meaning she doesn't have a job but the person that she's going to live with can support her until she gets a job her-self; Can she still be emancipated if she doesn't have that qualification? but she said shes going to get a job as soon as she's emancipated and living with the other person.

No. In order for a minor be emancipated (in any state), they would have to prove that they are already self-supporting. That doesn’t mean that they PLAN to be self-supporting. They would have to have the job first and would have to earn enough money to fully support theirself—paying for rent, utilities, food, medical expenses, etc—with NO assistance from anyone. That doesn’t mean moving in with someone else and depending on them for help/support/assistance. There are also other requirements for emancipation, and the minor would have to meet them ALL (most teenagers don't even come close) in order for it to be granted.

you need to call a lawyer in your area, the laws on this are different from state to state

my hubby grew up in cali, he said you could do there at 16 or 17 if you were already completely self-supporting and could prove it; we live in ms, and here you have to be 18, period, and it makes you as though you are 21, but you cannot do it at all without both parents signing allowing you to do it

so, as you can see by the huge differences, you need to ask a lawyer in your city

Tell her that she's being a brat. It's better to follow the rules and take life one step at a time under the shelter of her parent's roof. If she puts herself in the position of being an adult before she is an adult, she will regret it and wish she had stayed at home and been a normal teenager. Nothing good will come of this. I swear that to be a fact!!
