Why does he still have a bed? Take everything away and tell him he can earn it back by getting up and getting to school on time. That or have your local police come get him and take him to school, bet that would only take one time, he would be so embarrassed

He seems to need more sleep - well, so send him to bed earlier in the evening. If you don't have already you should set a distinct bed time for him which makes sure he gets enough sleep. If he still doesn't get up then his bed time is shifted half an hour earlier and so on... He won't like that and he will get up if you are consistent with this.
Just make sure that he doesn't cheat - so control that after bed time the light stays switched off in his room, no pc, no tv, no music, ... just boring silence, you know.
I think with 13 he's old enough to have the responsibility to get up in time by using an alarm clock or whatever. He has to learn this responsibility and you can help him by making it attractive (or in other words make it as uncomfortable as possible if he doesn't do his duty).
In addition to the earlier bed time setting I would add a punishment each time he doesn't get up in time.

my wife and i took care of a friends teenager for a while and we had similar problems. Here is what i did and it worked like a charm...mind you, this is a little unconventional, lol.
Every morning we would go to wake her up and she would usually grumble, pull the covers over her head and go back to sleep.
Well, i am in a rock band and happen to have a small dry ice smoke machine, and a strobe light. I also have a battery powered motion sensor alarm that i got from radio shack (this thing has an ear piercing screach).
One morning i hooked up the smoke machine, and let the room fill with smoke. i turned on the strobe light... and set off the motion sensor alarm while screaming "FiRe!!!".
well as u can imagine...that did it!
thereafter i would periodically use either the smoke and/or the alarm (the alarm seemed to work best - she would sit up and make hand motions as if trying to push the sound away).
(we also have a rottweiler that i would let in her room to lick her in the face until she got up)
be creative; come up with ur own stuff too and you can have fun with it!

Check to see if he is on drugs or anything like that because that can be a reason for him not wanting to get up. Also, make sure that he goes to bed at a reasonable time, and you may look into some of the activities he is in like sports, afterschool things etc., that may wear him out. Also, check his diet to see if there is anything in it that is causing him to be lethargic. Otherwise if he is healthy and just being lazy, take the bed down.

This was a problem every morning for us and it was solved in one morning. I told my son that I would come in and wake him up one time and one time only. If he chose not to get up then he would go to school in what ever he was sleeping in at the time. So his consequences were clearly spelled out in advance. The next day he did not get up when I went in and I didn't go in again until it was exactly the time to leave to get him to school. Luckily for him it was a cold evening and he was at school all day in flannel pants and a t-shirt but the next morning he actually set his alarm and got up on his own because he was not going to go to school in his PJ's again. My husband's ex used to complain that their daughter was impossible to get up in the morning. When we got custody and she started school we were amazed that she was usually the first one up every day. Well lo-and behold it was because she was not going to be early enough yet when bed time (which has always been strict at our home) came at 9pm and she was getting enough rest it was not a problem for her to get moving in the morning.

I would play music he hates really loud. If he hates country, play the most twangy country you can find and even better, sing along to it.
If that doesnt work, start taking away things, privilages such as his bedroom door should get him up in the morning!

Get up way before him and cook him a couple strips of bacon. The smell will bring any growing boy to the breakfast table. Good Luck.

Pull the quilt off him open the windows wide, and play johnny cash's music dead loud. lol thats what my dad use to do to us kids on a sunday morning , ohhh so cruel but it worked :) good luck hun.
