While we are not supposed to know explicitly yet, common perception is that it refers to Regulus Arcturus Black, the brother of Sirius Black.

R.A.B. are the initials of a fictional character from J. K. Rowling's Harry Potter fantasy novels. "R.A.B." is currently an unidentified individual who signed a note with his or her initials that was found near the end of the sixth book, Harry Potter and the Half-Blood Prince by Harry Potter and Albus Dumbledore, and whose identity will be confirmed in the seventh and final book in the series, Harry Potter and the Deathly Hallows.

If we know what it meant then they would not be unidentified.

RAB = Regulus A Black

PROOF:
note written as someone that knew Voldemort and Regulus was a Death Eater
Now Dead, and Lupin thought Regulus lasted 3 days after leaving the Death Eaters
In other languages, the initials change with the family name of the Blacks
The Locket taken from the cave may have gone back to the Black house in Grimmould Place. When Harry was cleaning there, they found a "Locket no-one could open". Either Kretcher hid it in his closet or Mundungus sold it to the Hog's Head Barman

R.A.B is the person who took the horcrux and replaced it with the fake horcrux - the locket. many people believe that R.A.B is regulas Black - Sirius's brother - i reccomend that you read " unorthorised predictions for book seven" by the muglenet staff. It is awsome and gets your mind ticking aboutstuff you have never even thought of before - the theories are awesome -

R.A.B. is Regulus A. Black, Sirius' dead brother who was a Death Eater and then changed his mind. I don't know what the A. stands for.

I think that Mundungus sold it to the hogs head bar man, cause he is Dumbledore's brother and Rowling has said that "Dumbledore's family would be a good line of enquiry."

R.A.B has got to be Regulus Black.

It is Regulus - if you read "Order of the Phoenix" carefully Harry finds the Horcrux while cleaning the house but it says: "a dark locket that nobody was able to open"...

I bet Mundungus stole it...

it is still a secret and will be revealed in seventh novel of harry poter.
j.k. rowling in an interview said that regulus black can be good guess for R.A.B.

It's almost universally accepted now that that is Regulus Black, Sirius's allegedly dead brother. When asked if this was the case Joanna Rowling said it was a very good guess.

We don't actually know yet, but my guess is Sirius' brother, Regulus Black. In any case, it is probably a death eater, because the piece of paper said "to the Dark Lord" and only Death Eaters call him that.
