You need to go to a responsible country and use a good bank in that country. Panama is the best jurisdiction today having earned the title of Switzerland of Latin America. they have excellent bank secrecy and very large multi-billion dollar banks. With 9/11 it's much more difficult for US citizens to open accounts with Non-US banks.

First of all you are going to have to have a LOT OF MONEY before they will even consider doing business with them. To open one you should see a financial adviser and not try to do it on your own.
