It depends on who's phone number you are giving out and your relationship to them. If you are a friend, neighbor, or other personal relationship to the person the collection company is seeking information on, it is your personal choice as to whether or not you want to give out the person's new phone number.

If you are their employer or another employee at the place where the person presently works and you give out the person's home phone number, you have violated their privacy.

Illegal for you to give a phone number? Not that I ever heard of if you want them to stop calling you give them any phone number.
