97' Toyota 4-runner suspension?

I had change the shocks/struts on my 4-runner but it still a bumpy ride. What else control the way how a car rides?

tire pressure is under the require psi.

the springs get a stiffer ones.. the stocks goin soft already..

the only thing i can think of is the rubber bushings on the shocks are worn and you need to get new ones. sorry if this wasnt helpful.
