If so, where/by whom?

Probably not. But be aware that just because lyrics or printed music are found available for download on internet sites does not mean they are not copyrighted.

There are sites that offer melody and chord arrangements of recent music (and lyric sheets). Although they offer it for free, it is still a violation of the copyright law.

Most music written after about 1922 is still under copyright protection. The only way to know for sure is to check with the United States Copyright Office.

But, I would be surprised if "Bingo" were copyrighted. If it is in the public domain, then you or anyone else would be free to make arrangements of the song.
