Why would it be inappropriate? What makes our bare boobs so terrible that they must be hidden from public view?
Fortunately, that attitude is changing, and in many states (NY included, where I live) it is now legal for a girl to be topless anyplace a guy can be. While we're not at the point where girls will be strolling topless into 7-11, at least not yet, many girls now go topless at regular "clothed" beaches without generating more than an occasional stare from a guy or dirty look from an older woman.
I go to the nude beach here, and please believe me when I tell you that bare boobs (or bare anything on a beach) is no big deal. Nudity in appropriate places is just that...appropriate.
Let's all lighten up about something as simple as bare skin...we've all got it, after all!

Nobody with any sense. All women have them. Most men want to see them because they are considered to be items of sexual excitement. If all women walked round topless, whenever weather permitted, no body would give a second glance. Spend a week in a nudist camp and find out.
