Women discharge often - you would hate to get discharge on your clothes or for it to ruin your underwear.

For protection so if you get a bit of dicharge (which is natural)
or leak a bit of urine or are one of those girls who easily gets wet when turned on it hides that area, If someone sees your nickers like if your wearing a skirt they cant see all the details if you know what i mean, and it absorbs so if you unexpectadly start a period it might give you enogh time to grab some protection from the pharmacy without the embaressment.

Usually the second layer is cotton. This allows it to absorb discharge and also let the area breathe. If you had direct contact with some fabrics (like polyester) it would cause moisture build-up which would lead to yucky stuff, like yeast infections and vaginitis.
