if you're talking about accessing internet connectivity thru a wifi hotspot, there is no need for a router ...
to access internet connectivity thru wifi, your device (eg: laptop, pc, pda, mobile phone, psp, etc) can either scan for the ssid / enter the ssid if you know. and login wep, wpa, etc (if any)
the purpose of the router is to route the signal. eg: u got a wired internet connection that you want to share with a few more users, u could use the router to 'distribute' the single connectivity to multiple users. choice can be wireless / wired.
so in short, u do not need a router to access a wifi hotspot. in fact, most probally u need a wifi enable device, eg: laptop, psp, pda, etc.
why would u need a router in the first place? or did i actually misunderstood ur question?

If your laptop or whatever has a built in wifi adapter, as long as you are in a hotspot you can access it.
starbucks and mcdonalds have hotspots im prett sure.
or you could get a wireless router and connect it to your cable modem and it will create a hotspot

i comprehend they have been given rid of the endless records for iphone which freaking sux!! (i hate you at&t!) in any case hotspots is wifi or on the spot internet.. so so which you could use your wifi for something.. like downloading apps, taking part in apps/video games on line, identifying to purchase track, streaming movies/track each little thing you do on at&t's community..
