Open Internet Explorer
Click Tools / Internet Options / Security Tab
Click the red circle Restricted Sites
Click Sites ... button
There you will find a list of restricted websites

strongly recommend NetDog :http://www.netdogsoft.com
you can add any websites to its always blocked website list, netdog can work with all kinds of webbrowsers
