After 7 months I'm finally going to pluck up the courage to have a chat with my housemate and explain to her that she's really annoying us and needs to do more housework, be quieter when she comes back drunk, give us bill money on time and just generally stop making living here really stressful. So any tips on how to break the news to her in a mature way without it sounding too offensive or losing my temper?

Some more details: sometimes this girl is really nice and was a friend before we moved in so I don't want to sound too bitchy or offensive, also don't really wanna give her an ultimatum and turf her out cos we only have a few months of this lease left anyway, and we've tried a rota thing, she just ignored it and said there was no use for it. So I've left it this long to avoid being the nasty one but she doesn't get hints like the rota and bills and notes stuck to her door! So I'm caught between wanting change and not wanting to be nasty but I don't think there's any other way to make her see she's being a bad housemate.

Leave a note that says:
Dear ((((((((put name here)))))),
We've decided to make things a little less caotic and generally nicer for all of us around here. There are a few items that would make it more pleasant for all of us in our living arrangement together. These guidelines will help all of us have a more positive experience in our shared home:

1) Bills will be paid on time. If we all pay our share when the bill is due it will get done without it being on everyone's plate longer than it should be. We pay upon the receipt of the bill.
2) If we arrive home after hours ((((((pick the time you want and put it here))))), we will keep the volume level down to a minimum in consideration of other's rest and peace.
3) House work will be shared more equitably ((((( here you can come up with specific plans on who does what or on what day. The important thing is to be specific so as to avoid any doubts later))))))))

Be specific. have a plan to avoid future confusion. This is your chance to set things so that there is no guess work.
Goo dluck and good for you for standing up without any name calling etc.

Explain what you have here, without yelling. Also, make a chart of chores for all who live there to rotate. Let her know if she can't live up to her end of the arrangement, she will need to find another place to live. Good Luck.

intervention shape up or ship out give her 30 day notice if after shes not showing signs of improvement tell her u have 90 days get out no ifs ands or buts

Just say it straight out, like you did hear. If she blows you off, then give her two weeks notice (required by law) and kick her out.
