Family is not an institution, it is a social organism, a political
unit, and an economic cooperative, usually between persons related by birth or marriage/civil union.
As a matter of definition, one person constitutesa ‘household’
which is the identifier needed to be a family, under most laws.
There is no prevailing agreement that single people are less persons, because they are not related in a so-called ‘family.’
In modern society, there are many types of family. Some people make a big noise, and announce that a so-called ‘traditional’ family is best.
They never stop to think how this harms children in alternative
families, who are doing quite well, but are sensitive to this political abuse.
Naturally, heterosexual couples form social units with economic benefits, which support the raising of children.
Many families have only one parent, and some families have no parent at all. If a strong ‘extended family’ exists, then survival is not a problemfor these alternative families.
Gay couples often form a family, with or without children. Sometimes,non-sexual friends live together, and form a family.
Sometimes families are created by medical units or prisons, to give peoplea place to acclimate to being in a family, again. These are often called‘half-way houses.
They are families, but not traditional families. Nevertheless, they offermany needed family benefits.

This question is ripe with the smell of extreme right wing rhetoric. As so eloquently stated above, families come in all shapes and sizes. The current administration, and their constituents, like to throw in the term "institution" in order to perpetuate thier ideals and agenda for the sake of conformity, and to oust those who are contrary to the same.

Because at its best it is a unit of mutual support and love for its members, just like society ought to be.
