Will ceder chips do the job?

no and yes. no it does not have to be a complete lining. yes chips will help. it's not the wood itself that repels moths, it's the aroma that's given off. often times, you can find cedar blocks or egg shaped pieces that you put in dresser drawers. if they start to lose that fresh cedar smell, just give them a good sanding, and that'll freshen them up.

It's the aroma or smell that keeps the moths away so if the cedar chips are aromatic enough to make you notice them every time you open the door, that will help. If your closet has lots of air leaks the smell will dissipate more quickly though. You may want to replenish the cedar chips as needed.

No cedar lined closet needed all you need is cedar chips that will do the job just fine. Good Luck !
