Easter is a pagan festival, which always falls on the first Sunday after the first full moon after the vernal equinox (21st March). The early Christians absorbed this festival and renamed it when they were founding the religion in Europe (Saint's Day are the same - religious squatting). In fact, many of the early churches in the UK are built on the site of old stone circles, hence they appear to lie on 'lay lines'.

Passover is a Jewish festival, that happened to be taking place near to the death of Jesus. The early Church added another rule when deciding the date of Easter - it must not fall on passover. This was because to the early Christians, the Jews murdered their saviour.

Er hello! the time was not chosen (ie at random) it is one of the most important dates in the christian calendar. The fact that it collides with passover might be that Jesus Christ was a Jew and perhaps the timing stayed the same but the festivities altered depending on whether you chose to remain jewish or join the new christianity - but I dont know the facts of this.
The reason it is a holiday is that England is traditionally a christian country. And no it has nothing to do with eggs or chocolate!

As others said, they know that Jesus went to the city for Passover, but the bible is unclear on which exact day he died as well as which year.

Mark 15:25 And it was the third hour, and they crucified him.
Mark 14:12 And the first day of unleavened bread, when they killed the passover, his disciples said unto him, Where wilt thou that we go and prepare that thou mayest eat the passover?

Versus:
John 19:14-16 And it was the preparation of the passover, and about the sixth hour... Then delivered he him unto them to be crucified.

Then there are debates about which calendar to use (Gregorian vs Julian) and all that. And the easter bunny stuff is to make the celebration palatable to pagans by combining it with their Spring celebration.

Christ was crucified on the day before passover. This is why they rushed to get him killed because no one can be killed on passover. This is also why they broke the leg of the two men either side of him so they would die quicker but Jesus was already dead. He died astoundingly quickly. Then on the sunday afterwards he rose again.

Hope this helps.

Christ was crucified at the time of Passover, because He is our Passover lamb. Passover was the celebration of the time when the Hebrews in Egypt killed the Passover lamb and put it's blood on the doorpost of their houses so that the angel of death would pass over them. The first born of the Egyptians were killed but not the Hebrews. Christ became our Passover lamb. He was killed and His blood covers us so that death has no claim on us. Easter is the celebration of the day that He rose from the dead. He conquered death and sits at the right hand of God interceding for His people. Please check out this image.
