You have been hacked. Dont feel like the lone ranger, as millions of Windows users are hacked daily all over the world. You have 2 choices for long term:
1. Use the "band-aid" approach trying to fix your Windows. You can try www.majorgeeks.com and download AdAware and run it. You will ultimately get infected again as there are 114,000 virii that infect Windows that do not infect open source/Mac computers.
2. Get rid of Windows and either get a good open source system, such as kubuntu at www.kubuntu.org, for free, or get a Mac.

You clearly mention that ur machine has affected by virus
I'll give u 3 workarounds
1)type regedit32 in any of one ur account
2)try repairing the OS
3)Re install the OS
It may works some times
Good luck
