Actually, it may surprise you to know that the biggest spy against the US is Israel, followed by Russia, Britain, China and then, and this is true, Canada.
Now if you are talking domestic spying, well that would be the CIA and FBI against US citizens.

Israel spies on us more than anyone else. It is not because they are 'evil', it is just because the Mossad is a great spy agency and are doing their job beyond the call of duty.
