Allo! I am a fashion stylist and this is so simple. Wear the bikini but wear a cover-up when you're not at the pool or beach. Retailers off a lot of cover-ups that are cute and perfect for this situation. American apparel and juicy couture sell one piece short sets. Think Chrissy circa Three's Company in the 70's. Wear with some flip flops or a cute wedge and you're ready to go. Also, Ella Moss offers great cotton dresses that work well for going to the beach or the pool. I think that you should at least wear something to cover up til you get to the pool. Whether it is just a bathing suit cover-up, shorts and tee-shirt, skirt and top etc.
You can go ahead and put your suit on and then wear these things over it. Then, when you get to the pool it will be a pretty quick change.

Under your clothes until you arrive at the beach. You could probably get away just shorts or a skirt with a tank top.
I hate the way just a shirt looks.
If you were a little older you could get away without wearing the tank top, but right now I think you should be covered up somewhat.

I think it's inappropriate to walk on the street just wearing your bikini, even if it's a block away. I suggest you getting a Sarong that matches your bikini. You can wear it in different ways, dress, skirt, over your shoulders... whatever your mood of the day...

That is a darling bikini. I think a wrap around skirt or sarong is fine for walking to the pool. It is best not to wear just your bikini but have it on so you don't have to change clothes. You could use your towel for this also. Happy swimming!

Yes, you should wear something over it. There are some cute coverups that look like dresses. That's what I would suggest. At the very least, put on shorts or a skirt. I say this because there are a lot of sexual predators out there. You'll attract their attention enough without baring most of your body.

You shouldhave your bikini on under your clothes.I usually wear one of those "sundresses." over my bikini when I go to the pool. I have a see- through one. This is the type of dress that I'm talking about:

I think these dresses are really cute, especially for a day at the pool or the beach. They are very easy to change in and out of. And when you're getting ready to get out from the pool, it doesn't matter if you dry off first becasue the smocked dresses dry very fast (well it depends on what kind of material it is made from).
If you don't like wearing a dress, then my second choice would be a mini skirt and a plain t-shirt. A mini skirt like this:

When, you're wearing a mini skirt, I think its better to wear a shirt over it to the pool.
And if you don't like mini skirts or dresses, then I would go for bermuda shorts. I have a lot of them. The cutest ones are the plaid ones. I think bermuda shorts are ok to wear walking to the pool without a shirt. The shorts don't look slutty or anything because they go up to your knee. This is how they look like:

Well, my answer to your question, is you should wear your bikini under your clothes, and take them off when you get there. Wear something light and comfortable because you're going to be in your bikini later, anyways. But if you like walking around the pool or you don't like y our body exposed, I would get the sundress or smocked dress. Oh yea, wear flip flops with all of these!

I like the bikini pic. I think you should wear the bikini top & shorts. I was in Miami a few years ago & you are right..too hot for a top & shorts

If I were you, I would wear the bikini top with no shirt, and a mini skirt with the bottoms underneath. That outfit says, fun, flirty, and super cute.

COVER UP!
13-year-olds walking to the pool in a bikini (esp. alone) are asking for trouble. Try a fun sundress or something you can slip on and off easily. (Skirts are easiest b/c you don't end up with weird water spots as much)
