Is the area of an offset cone the same as s regular one?

yes. an offset cone is just displaced from where the original one was. it's like having a cone, picking it up and putting it somewhere else. the area stays the same

If the horizontal cross-sections are all the same, then the volume is definitely the same, and I think the surface area is the same as well.
