Cut each sapling as it grows from the ground and put Tordon on the cut part. Wal-Mart won't have that yu will need to go to a farm and ranch store to get it. Or where ever in your area you can buy a good herbicide.

Wow, as in real Holly? Why do you not want it? Holly is beautiful and the wood is greatly sought after by wood carvers.
However, having said all that - RoundUp applied to the stump / new growth should work.

What I do with that pesky flower is pour some undiluted vinegar on it, and it should die in a couple of days.

Just get some Javex and pour it directly on the root, i can guarantee it will die !!! Nooooo more problems, ever!!

Apply a brush and weed killer to the trunks after you cut them off and they won't regrow.
