I would think your first stop should be the Police. If you don't want them involved, tell the owner of the land.

At the price of fuel I can see why some would be tempted to do this.... but its the law...Uncle SAM got to have his tax money.... even if I don't agree how he spends it...... its a road use tax issue...call your state department of transportation..

is there really any need to do it if they're not personally causing you any problems? fair play to them for saving money in this day and age, i wish i could!

Why do it at all?. Are you a busy body or do you have a grudge.? We are taxed to the eyeballs.
If someone wants to risk it let them get away with it.
