Another alternative to the Job Centre although you may have already tried this is to write a short letter/email with details of this young mans competencies and send it to all the local building contractors - I am sure that there will be something available. When you say he is keen to do mechanics, do you mean like car fixing or in the building trade, like heating and plumbing. Perhaps a company like Rydons who service housing association properties might be a good contact point... all the best in your search.
