it is called a weed control membrane, most garden centres will have it, sometimes you can buy it off a roll, some types come as sheets. You can probably get it at B&Q too.

Most people are correct, you lay down a membrane onto the ground before you lay the tiles on top of it, most good garden centres or diy stores will stock it, however there is another way.
I work for a company that makes a product that you put in between the tiles. Once you have laid your patio you leave a gap and point this product into the cracks, it stops the weeds growing up in between the tiles. Email me if you want the details, I'm not going to advertise it on here.
