It depends where you are. The problem is that rocket fuel is by nature an explosive. In Britain the Explosives Act has made it irritatingly difficult to get hold of explosives. Fireworks are typically fueled using black powder (gunpowder), which is made of potassium nitrate (saltpetre), charcoal and sulphur. These items you can probably obtain from garden suppliers, as sulphur and potassium nitrate are both soil additives; and then it's just a matter of mixing them in the right proportions (google 'gunpowder' to find these). Use a wooden stirrer to avoid sparks.

you don't create a rocket unless you have expertise, appropriate environment, safety issues considered, adult supervision, an engineering degree and those sort of considerations...
