does it mean either "let me know BEFORE you come back late" or "let me know after you come back late"?

before...it doesn't do anyone any good to find out something after a certain action is performed because they can't do anything about it. the ppl who asked that, could wait up for you if you don't tell then you are pulling an all nighter.

As it is phrased it could only mean "if you come back late, let me know" though that does not seem to make a great deal of sense. Perhaps the speaker is a parent and wishes to be awakened if a daughter arrives home after the parents have gone to bed. "Let me know if you are coming back late" means give me notice of your intention to come back late.

Is this an answer you're supposed to give a host parent? Tell them before. If you're out and you realize you're going to be home late CALL AND TELL WHOEVER NEEDS TO KNOW. Try to call early enough where you don't wake anybody up. Don't make them stay up and worry about you because that's just mean.
