while giving my 3 yr old a bath last night, I asked him why he kept pulling at his junk (gentler term used obviously) and he responded with "because I don't want it to be so short" yeah I just about peed my pants.

My son is 3 yrs old too and when he is in the bath he pulls it and when he is on the potty does the same thing.. Worst of all he will just walk around the house and he has his hand down his pants.. I think they just wanna see exactly what will happen when they do this..
So to answer your question, yeah i believe that they just get a feeling there and wanna touch it naturally..
I gotta tell you though, for him to say that he has to be pretty smart.. And that is adorable to say actually
