father, too add more info, I live in TN, The reason I never got a court order for him to pay support many years ago is because he said he would help, but never did! And he threatened to try and take custody of my daughter from me if I went to the courts. He's a confirmed drug user and I also wouldn't put a price tag on my daughter. Now she is old enough to make a decision whether to visit him or not. But he won't see her anyways. It's not the money now, but if I can get 12 yrs back child support to put towards her college, then why not. She wants to become a lawyer!

There are agencies that can direct you in your course of action. Call Social Services and ask them to direct you to the agencies.

It's extremely unlikely you'll get the court to order him to pay any past expenses/child support. You may have some success at this late date in getting a child support order going forward, and support towards college. Whatever the decision reached, it'll probably cost you $2,000 or more to adjudicate this. Your best bet is to try and find a good local lawyer (ask around), and get a consult. Consults are usually free, but may cost a nominal amount like $50.

I've got a surprise for you. If you've been collecting public assistance then all that back child support will go to repay the state. If not, it's yours to keep, provided you can collect it.

If your daughter goes to college, he has to pay her support until she graduates, or at least the first 4 years. I believe that he has to also help pay for college.

So, one way or another he will have to pay for her education.
