If the paint is latex, get GOOF OFF from a paint or hardware store. Rub this on the paint and it will dissolve it. If the paint is oil based use paint thinner. No need to scrape.

Try a plastic putty knife to avoid scratching the slate. Since you plan on resealing the surface, you may want to use a chemical paint remover but I would suggest trying other methods first. Even a single edge razor blade, if you are careful and just go under the paint spots and try to lift them off.

A stiff brush and some mild detergent. Don't use a wire bush, wire will scratch slate. Most petroleum distillates will discolor the tile. Super fine steel wool used gently, be careful it too will scratch but they will be very fine and not noticeable.

Wire brush. If latex...warm water and soap. If oil based...spirits. Good luck. Scrub hard.
Its outside, so I am sure you are not concerned about scratches or blemishes....
