Yes. It's like asking if the Vatican is in Rome. Olongapo may be a chartered city directly under the President but for most purposes it still considered part of Zambales.

OLONGAPO is not part of Zambales it is a city with its own government. The people of OLONGAPO do not vote for the officials of ZAMBALES or vice versa. However they are adjacent to each other in location. IBA is the capital of ZAMBALES
