The smallest possible black hole is one with a Schwarzschild radius that is equal to the Plank length, which is 1.6 × 10−35 meters, very very very small, .000000000000000000000000000000000016 meters across.
The mass of the black hole at that size is around 2 × 10−8 kg, or .00000002 kilograms.
No black holes this size have been observed, and if we actually could create them they would disintegrate so fast we wouldnt notice them.
BUT the mathematics of them, which has proven to be extremely good, says that this size and mass is the smallest that can collapse into a singularity.

I read this book,"Prime Directive". It's a Star Trek novel. In the book, (you don't find this out til the end of the book) the starship Enterprise flies through a pinhole sized black hole. When the Enterprise went through the black hole's space, it went through some of the computer banks and caused havoc , which of course Capt. Kirk and Spock, handled pretty good. On a scale of 1-10, I will give it a 9. Have fun. Beam me up Scotty.

If a black hole could exist,and hawking radiation was a viable reality,it would have no minimum size as the radiation would dissolve to nothing.

It can be as small as electron's radii i.e 1.6 x 10^ -35.
But Black hole never gets small, it is born small & gets bigger.
It never shrinks.
