If he is a true friend, then you should have no problem at all telling him that he is annoying you. If he is just some random guy that gets on your nerves, then look at it this way; You will come across MANY annoying people in your life. So why worry about them? Bluntly let the guy know he is on your nerves so there is no confusion. he'll get the point.

You don't write in which way he's annoying.
Does he want you, your attention or your devotion?
Or is he simply annoying to everybody?
At any rate, either avoid him or tell him in no uncertain terms. Don't be afraid to use the word 'annoying'.
There is no middle ground here, no nice way to do it and no subtle hints that will work.
Best way: reprimande him right there on the spot. This will create a negative association in his mind: show this behaviour, get told off in public.
Subtle hints or telling him afterwards does not nearly have this effect.

Why do you feel the need to tell him?
He may be annoying to you but other people might like him just the way he is.
Put the shoe on the other foot. How would you feel if I told you I found you annoying?

Is he your friend? because if he is... you should help him!!... I´ll expect that from my friends! but be careful with the words you use!! cause you could hurt him.... now , if he´s not your friend, you don´t have to be close at him...or ...you can write him a letter or something telling him why you think he´s annoying...but think always on how you expect to be treated...¨with respect¨

2.Email him and tell him
3.Get your friend to tell him
4.write a note to him
and if u are brave enough
5.face to face
