something safe, cheap and boring, like a Saturn. reason being chances are there going to wreck it. if its safe, the'll walk away. if its cheap, it wont be a huge loss. and if its boring hopefully they wont want to drive it like a Indy car.

Learning curve is steep. There are two types of drivers passave and aggressive. Video Games are not a subistute for actual driving with them. The Drivers Education is a joke class and not much education is going on in schools these days. The Drivers Edge, and other driving schools on private tracks that teach car control should be a must for parents who care. There is no SAFE car for 16 year olds. The idea having the child save for the car is a good one. Giving the kid the old family minivan is not cool either. Good luck, High insurance rates, And please make the kids wait for 6 months before having friends in the car and driving at night.

Get the recent Consumer Report magazine. It shows the Honda, Subaru, and the Toyota on top. Honda and Subaru are reported good on safety and reliability with 100% of their vehicles "recommended." The Insurance Institute for Highway Safety concurs regarding safety.
For brand new, I would go with either a 2007 Honda Civic or a 2007 Subaru Impreza (all Subarus are all-wheel drive) -

If you want to remove the cool factor, then a Subaru Forester. Whether new or used, this has got to be one of your best buys in terms of safety. It is not sporty so he/she won't be tempted to race it.

Something ugly, like a Honda, Toyota, Nissan or Mitsubishi. That way the 16 year old will be too embarrassed to go out in public in it and the parents won't have to worry where the kid is.
My opinion: Ford Escort ZX2. I had 2 of them. I loved them and wore them out, then grew up and got an Escape.

I'm giving you a link to an article that came out recently which addreses this specific topic....
The Ford Fusion rated highest in what Forbes described as the best car for teens, based in numerous factors. Safety being in the head of it's class, as well as drivability/handling, all around performance, and insurance costs. Reliability puts it ahead of the Camry in it's class according to Consumer Reports and as to what the article has to say about it.

3 to 5 year old Honda or Toyota,,,if you need a big car get a Buick,, they are big,get good mileage are very safe and are cheap...the old people trade them every 3 years and take great care of them.

make sure you take your mechanic to look at it first to check it out
but that way they will respect it and also be cheap on ins.
remember a new driver jacks up the ins to the moon
and if you buy a car with a loan you have to have all the ins on it and that is high to begin with
