nokia 2310 is best for u. its price Rs 4300 in pak it has radio and other basic features.
warid is best in pak.
and airtel is best in india

In this price range there is model motorola W220, coloured screen phone with radio fm. its a slim flip phone....with gud battery back-up...
which sim card u want to take prepaid or postpaid...

i don't know about the Sim but my mobile looks like a 7 years old boy toy which is engage
its cheap and have lot of option(radio, mp3, games, bluetooth, memory card) but it doesn't have a camera
