A project manager takes on a project, gives it a lifecycle (time scales, etc) and delegates out the tasks, ansuring the tasks are all completed to their specific deadlines. If one part is late, this has a snowball efect, so the PM has to co-ordinate everyone to new schedules. Also, when a project falls out of time/is completed late, the PM takes the rap for it.
Very basic Example: Building a house:
1. Foundation team in for 2 months. Due to finish end of March
2. Walls team due in beg of April, due to finish end of April
3. Roof team due in beg of May due to finish end of May
4. Family to move in beginning of June
Foundation team are delayed as they have a problem. Delayed 3 months. Everyone else needs informing instantly with new time-frames. On complex projects the time frames have extra time added to allow for unexpected issues
This is very basic, to get a point across, but if you want more detail e-mail me ;-)

I work at an engineering firm. Our project managers set up new jobs for the engineers to work on. They organize the project from beginning to end. They decide who does what on the project and they inforce deadlines....constantly asking the people who are working on it when its gonna be done to make suyre its finished on time. Pretty much the oversea all the projects.
