Yes, this is a very old concept still valid in the modern world. When the best defence cannot contain the enemy, it is time for a good offence. The enemy will be very busy defending themselves, that they won't have much offence left in them.

It's not the concept of the modern world. It's an expression that started in Hockey. It means going after the other team is easier than having to protect your own goal.
