Neons are a terrible recommendation - these guys are food for angels in the wild.

In your position I wouldn't get too many more mid-water fish, since angels get big and the tank is small. Perhaps just a small school (4-6) of bleeding heart, bloodfin, cardinal, or other small but not tiny type tetra.

A better alternative is to go with something that won't have to share the same space as the angels, like a group of Corydora catfish.

I would also get a few more guppies - they suit the tank and their frequent breeding will produce a regular treat for the angels.

25 gallons is too small for 2 angel fish, they need 30 gallons minimum for one, 40 gallons minimum for a pair (and a tall tank with a soft current at that).

bypassing that detail, i would avoid neon tetras, your angels will eat them, and any small fish around 1" could be munched. and avoid any suckermouth fish also, they can have a bad habit of sucking on the slime coat of large bodied slow moving fish such as angels.

you could try a group of 6 cardinal tetras though, they look like neon tetras, but larger and more red, angels are less likely to eat those!
