Why do some people never return a question, is this always a lack of interest in the asker or a lack in social skills????

That sounds like a perfectly good exchange to me. Not everyone wants to be social. Sometimes they use their skills to stop a conversation from proceeding. There can be lots of reasons for a short exchange like this though. Shyness and lack of interest can play a role at times.

Maybe they had a horrible weekend and do not want to talk about it. Maybe they had a wonderful weekend and it's none of your business.
Maybe they are just not sociable enough to share their personal lives with others. Maybe they lack the social skills to chit chat. Maybe they just aren't interested in talking to you.
The answer to the question can vary as widely as the individuals who won't answer your questions.
