There is a separation of powers issue.

Bush has no more obligation to have his advisors testify under oath before Congress than senators and congressmen do to have their advisors testify under oath before Bush.

when you take an oath to testify the general rule in court is the best liar wins. this is just saying you have the option to tell the truth if you want!!!!!!!!
