well to begin with you probably are naturally skinny or have a smaller frame..

any access fat will go to the normal fat deposited areas on a guy..his belly/ chest. One can't control where the fat goes.

so i would first concentrate on loseing the weight in the midsection...get trimmed up first...trying running or walking for 30 minutes 3 times a week.

a smaller belly always makes one's arms look bigger.

I have a friend who is also naturally skinny..his belly comes from drinking beer..so I would advise you to lay off any alcohol.

Next I would focus on core exercises like the squat..it is an overall body workout..it not only works the legs but puts muscles mass on your whole body frame.
The bench press works your chest/shoulders and triceps..
finally try doing barbell curls for the bicep..

try eating more protein...less fat..less carbs...

simple burn the fat calories to make muscle in your arms and legs. jog on a treadmill for a heart pounding aerobic workout, then lie on your back and pump iron into your biceps.

stay away from trans fat bc that is the fat that for some reason likes to accumulate not just around the mid section, but in and around your ORGANS too. non trans fats tend to accumulate around the outer edge or your spare tire. Which is safer because it doesn't leach toxic chemicals into the areas around your organs like the tightly packed trans-fat-type fat from McDonald's french fries tends to do

start with losing the fat and build muscle. If you do it right you can put muscle on evenly and you have control of where to build it.
