Great question!
I think it's happening for three reasons:
1. They never really had a plan. It was just more rhetoric. Issue subpoenas? Sure, let's see where that gets us. Non-binding resolutions? Don't tell me THIS is what we're paying them for!
2. Both parties have become utterly useless. The Republicans have betrayed the socially conservative religious right, the Democrats have betrayed EVERYONE...and we STILL aren't being given a viable third option. On top of that, we have NO hope of imposing term limits on our useless Senate and Congress, because that would require them voting themselves out of a job. Not that most of them are really doing a job right now ANYWAY. And THEN they want to blame our president (not just Bush, but ANY president), when THEY have all the power.
3. They play games. Seriously. Heaven forbid a Democrat back a Republican's bill, or a Republican back a Democrat's bill! That just can't HAPPEN! Meanwhile, we STILL need something done about medical care, our education system is a MESS no matter HOW much funding has been thrown at it, our jails are overcrowded, and our deficit continues to climb. Middle-class families STILL have trouble making ends meet, our tax code is outdated, jobs are still being sent overseas, the rest of the world hates us... The list goes on and on.
They are utterly USELESS.

one problem is that the number of attacks and deaths have dramatically dropped in iraq even though only less than half the number of troops needed for the surge have arrived in baghdad yet. this has some weary, especially with 08 around the corner. also, some democrats, like clinton think they can win and are uncomfortable with what republicans might do to her if she is elected. the liberals have put bush through over 6 years of hell and im sure clinton knows that whatever goes around comes around.

Look.....wake up America, Japan shot down a satellite...don't mean nothing??? then wake up smell moulding metal from your shopping malls. Iran will smuggle nucs into US with no way of detecting them once some of the satellites are gone...cut off oil from middle east......over night you will have a real living nightmare...the ugly little man from Korea don't test weapons just for hell of it if you get rid of bush you will not only fight terror in you malls you will look for who to fight in the hay stack in what was a mall. what WILL IT TAKE TO WAKE YOU PEOPLE.
