I have an ethernet crossover cable. What are the steps in windows to connect them

Both computers should be in the same GROUP.
Each computer should have a unique Name.
Set the IP address in the same set, and use a MASK and unique ending number.

For instance
Set the IP Address of the first computer to 192.168.1.2 and the second computer to 192.168.1.3 Then set the Subnet Mask to 255.255.255.0

Then, set one of your folders to allow Sharing

The easiest way to ensure you can see each PC from the other involves ensuring they are both on the same workgroup, and you can set the IP Address of each adapter manually (Any non-routable IP will work i.e. 192.x.x.x, 10.x.x.x etc)
