Draw blank clocks on the board. Write the time in digital numbers above them. Then have the students draw the hands in the correct position.

At the end of first grade, the children need to know the hour and half hour (at least in our state). Get a large Judy clock, one of those big yellow clocks teachers use to show time.
Explain that the little hand shows the hours, and the big hand the minutes. Model the hours: 1 o' clock, 2 o'clock, etc. Most kids already will know this from kindergarten.

It gets harder with the half hour. The students need to know how to say it both ways: half past 1 or 1:30.
Start at 1 o' clock. Show how the big hand moves half way around the clock to the 6, and how the little hand moves half way between the 1 and 2 to make it half past 1. Do this over and over again with different times. Once they have mastered this, show them how it takes 30 minutes (5, 10, 15, etc.) to get to the 6. For example, 1:30. Repeat many times.

If you do not have access to individual clocks for each student, have them make their own. Make a circle and hands out of tag, and use a brass fastener to attach the hands to the clock.

Have students practice the hour and half hour with you until they understand it. It may take a week for some to learn the concept. Then start on the work sheets.

get them to make a clock using paper plates and pipe cleaners attached to the clcok in the middle using a document tag
then using your one as guide do o clocks first
establish the big hand is always on the 12...and go from there
Then do quater past, half past and quarter to...
