UK. No it is not illegal it is just really ignorant.
I paid to have the kerb dropped at my last house and was told by the council that I do not own the road in front of my house therefore if someone blocked my drive it was my problem not theirs or the police.
If you contact the police then they will not come round to tow the vehicle as it is parked on the highway not your property.
However if you push or tow the vehicle out the way then you get into trouble ( which really sucks).
You can however pay the council to paint white lines along the line of your dropped curb.This then does entitle you to own the road as such and you can have the offending vehicle removed.
Failing that you can do what I did and put a chain onto the front tow hitch and drag the ignorant ba£tard$ car down to the other end of the road.

Yes. It is technically blocking the highway to park your car anywhere on any road, however, it is generally allowed where there is still room for passage. A driveway to and from a private property becomes a public highway past the boundary of the private property, so parking a vhicle to block access to the strip of pavement or road between the driveway and the house is the actual offence committed. Parking your car on somebody's driveway is parking on private property and so becomes a civil tort.
The police can move your car if it's deemed to be blocking the highway.

The homeowner probably does have the right to have your car towed if you are blocking their driveway but not if you are just parked in front of their house. It's rude anyway to block someone's driveway. If somebody was blocking mine I'd make sure they never blocked it, or anyone else's again, if you know what I mean.

In the UK it is technically illegal to park anywhere on the highway except in a designated parking place, yellow lines or no yellow lines. The highway must be kept clear for the public to "pass & repass" over it, as the phraseology has it.
The offence is "obstructing the highway". You can be done by the police, whether or not there is a driveway involved.
In some Council areas, too, the Council will issue & enforce a parking offence charge if it is "your" dropped kerb and you lodge a complaint with them. Not everywhere, though.

If its obvious its a driveway the car is parked in front of, then the owner of the access can legally get the vehicle moved for causing an obstruction.
However my method would be far quicker and more effective, ie a brick through the window and let the hand brake off.

Yes The owner of the drive way can have the police or traffic wardens remove the offending car and to impose fines and charges.. I would think it extremely bad manners and inconsiderate to block some body's driveway.

it most certainly. is my neighbour had the police remove a car from his driveway entrance even though he could still get passed. although this was a repeat offender that had been warned by the police previously
