Is it possible to replace a 10-watt Fluorescent lamp with a 5-watt, using the same ballast?

If it fits in the same fixture yes. If it don't, then no.

Check the ballast and it should say the wattages it can take
Butg off the top of my head I would say no you cant

In some cases it is and in some it is not.

if the way they plug or screw in are the same then you probably can.
