TECHNICALLY, no. She could be reffered to as "Helen, daughter of Troi" but not as "Helen of Troi". However, I have no doubt that the people in her life would recognize the humourous possibilities and call her that anyways.
Keep in mind that the actual city name was Troy - not Troi. (Just a small extra tidbit of information).
Clever idea though. Never thought of that myself.
