if a person was born at home and cannot find any public/court filed records and the only ones they had[school,photos,names of relitives] were destroyed how do they get a birth certifiate/social security card/d.l. ....? they were born in tex or la.

You can get a form at the Office of Vital Statistics either TX or LA. Contact them and request the form, you should be able to find their address on that state government website. You'll have to have a doctor, nurse midwife or someone like that sign it as an official documentation of live birth. There may also need or requirement to supply statements from witnesses who were present at the birth.

Once the form and all the important information is complete, send it all back in to the Vital Statistics office with a request of a Certified copy and include any monies required for both steps. Most states it only takes about 10 working days at the most to get the certified copy.

Please note- if there was already a certificate of live birth filed with the office of vital statistics for your state, you should be able to obtain a copy by supplying pertinent information and explaining the situation at hand. You should also be able to contact the school district you attended and obtain your school records. All of these offices will need proof of identification of some sort. You'll have to ask them what the alternative ways would be.

Next step, the social security card. You should have a social security number on file if you already had one. Once you have a certified copy of your birth certificate, you can either go on-line and obtain the form or some post offices, or even the local social security office, complete it for a lost social security card, and include your certified copy of your birth certificate, they will return this to you. Send it in to their office and in approximately 2 weeks you should have your new copy of social security card.

As far as the Driver's License, you will have to contact the state you live in dept of transportation, or what ever they have named it for your state, to find out their requirements. I know most states are quite specific on what they can and will accept. You may have to have a official document of some sort for a picture ID. You may also have to have proof of residency.

"they" indicates that you are not talking about yourself, but someone who might be born a long time ago? How far back are you talking about? And is this person still alive?
Delayed birth records did exist, primarily to deal with those who were born prior to required birth records. Someone who is living in more recent times, HAS to have had those items for schools or benefits. If this person is still alive, there WILL be some record somewhere, that serves to document them.
Or..are you talking about a record for someone already deceased? If that is the issue, for research purposes, what it sounds like is wanting to go back and recreate a record that never existed. Basically, that is "fabricating" a record.

FILL IT OUT..ATTACH AMOUNT (MONEY ORDER) OF MONEY AND MAIL IT TO YOUR STATE OFFICE OF VITAL STATS (NORMALLY THE SAME AS STATE CAPITOL) TO THE ADDRESS ON THE FORM .
