If a pipe gets clugged in a rented house, who should paid for repair expenses; landloard or tenants?
My neighbors basement is flodded!

Most leases call for the owner/landlord to be responsible, but as an owner of rental units, I have put clauses in that make the tennant responsible for the first $500-$1000 of repairs, but a flooded basement should be covered by the landlords insurance policy, I just hope your neighbor has renters insurance for their contents

If it's normal wear and tear then the landlord should pay for it. If it was something directly caused by the tenant then the tenant should pay for it. It should also be stated in the lease how repairs should be made.

Usually that type of repair in a rental is landlord responsibility.

It depends on what is written in your lease. While the landlord carries dwelling insurance, there should be language in the lease that outlines maintenance, care of the lawn, etc.

in rented property the landlord is responsible for walls doors windows and guttering. They have the buildings insurance. Your neighbour should have a copy of their tenancy agreement this will outline their responsibilities. xx
