I don't think there were any air raid shelters specifically built for the purpose in WW1.

The first purpose designed shelter was the "Andersen Shelter" of 1938.

Prior to that, I think people would have sheltered wherever they could......cellars, basements, under railway arches.

Although there was a significant bombing campaign over Britain in WW1 (Dover had over 130 air raids), it was not until WW2 that the bombers could reach far enough to make it country-wide problem and there was nothing in WW1 that matched the ferocity of the Blitz.

There really weren't air-raid shelters, as such, during WW I. The idea of widespread air attacks against civilian populations didn't originate until WW II.
