whoose problem is homelessness?

In my country it is a shared problem. Some of the homeless are there because of choices that they made . Most are there because of an addiction or mental health issues for which they can not afford treatment. There is also a segment that are there because they are working poor . The people who make the lowest grade of pay and have a child can not afford a decent place to live and some can not afford any place to live ! I think that we should help these people out a lot more than we do.
